Yes, Rybak is incompetent. Not only is he a politician, but he's on the left, so it's expected.

Earlier today, I read an article about Sen. Amy Klobuchar blaming the bridge collapse on the war in Iraq. Yes, it wouldn't have collapsed had we not gone! Minnesota should be ashamed of their newest U.S. senator.
